On July 18, 1987, a Kitsap County jury convicted the petitioner, Brian Keith Lord, of aggravated first degree murder and he was sentenced to death. His conviction and sentence were affirmed on appeal. State v. Lord, 117 Wash. 2d 829, 822 P.2d 177 (1991), cert. denied, 121 L. Ed. 2d 112 (1992). Lord then moved for and obtained a stay of execution in order to file a personal restraint petition (PRP), claiming error in the conviction and sentence of death. This court has denied the PRP. In re Lord, 123 Wash. 2d 296, 301, 868 P.2d 835 (1994).
